Abstract

During the third millennium, the world witnessed a climatic constraint that has imposed itself again. Human factors have greatly contributed to the exacerbation of the situation. This act has sped up the deterioration of natural resources. This was reflected at the level of spatial variations, the higher rate of poverty, unemployment and immigration, and the climatic factors have become a hindrance to the development processes. This phenomenon of climate fluctuations can be mitigated by changing the behavior of millions of global populations towards production and consumption, and by setting up means of adaptation convenient enough to engage again in the internal and external economic tissues.
